Abstract

Data Fusion Corporation (DFC) and Raytheon Integrated Defense Systems, see attached support letter, propose the development of a BMD Operation Plan Response (BOPR) gaming framework. BOPR is a testbed that will allow the simulation and analysis of multiple Red team attack strategies and Blue team defensive responses. BOPR will be able model all relevant aspects of both red and blue's weapons, and strategies. Blue strategic responses based on a prioritized list of past events, current events and predicted future events. These events are probalistically based on a-priori estimates of the red teams weapons and capabilities. The fidelity of the models can be implemented at various and mixed levels of realism. This allows the seamless incorporation of new strategies, weapons, ECM, ECCM, and other capabilities quickly and economically. The BOPR will easily simulate situations where resources (radars, missiles, communications bandwidth, time, etc.) are constrained or limited. This gaming framework can easily be used to create custom simulations as well as exhaustive Monte-Carlo simulations for analysis and evaluation. All weapons, sensors, networks, an environmental components are modeled as encapsulated class objects. This will allow in phase-II the capability to perform plug-and-play experiments will different models. Weapons/Missiles objects have models of propulsion, navigation, sensors, terminal package type with associated CEP. Sensors and weapons can be air, ground or spaced based which can be autonomous or linked in a distributed manner using DFC's legacy distributed sensor management & resource management software. Communication and data networks can be modeled in either a centralized our decentralized manner with a user specified topology. Environmental conditions are modeled in so far as they impacts sensors, weapons and communication systems. All aspects of tracking and measurement to track association i.e., (detection, initiation, confirmation, track maintenance, pruning, track loss, and deletion) will be handled by DFC's proven suite of legacy tracking and data association algorithms.
