Abstract

The Phase I effort produced the designs and sample items for six measures of cognitive skills necessary for effective small unit leadership. The primary objectives of the proposed Phase II effort are to develop further these five measures, including the computer simulation, to validate the assessment battery, and to develop and validate a business version of the 2 leadership measures. The last objective represents part of our commercialization strategy. The work proposed for Phase II involves conducting a series of pilot studies, SME studies, and full-scale studies to revise and validate each of the measures. The measures and their technical feasibility were presented in the section of this proposal describing the outcomes of the Phase I effort. The purpose of the Phase II effort is to realize the potential and feasibility of the leader assessment battery demonstrated in Phase I, and produce a viable prototype from which will be produced useful and innovative commercial products. The approach proposed should significantly improve the state of the art and the state of practice by providing easier to use, more comprehensive and flexible assessment tools, including improved data collection and analysis. Leadership is a common need for all organizations and endeavors. Methods and technologies which improve assessment, development and training, when tailored to specific domain needs and requirements, should find opportunities within various markets, DoD, government and commercial.
