Abstract

This proposal is for a subsequent Phase II for the SBIR project Apps for Rapid Epidemiological Surveillance (AREA). Our Phase II accomplishments focused on AREA handheld apps and their use for managing epidemiological data acquisition. Our proposed subsequent Phase II effort will increase the AREA capabilities for data stream integration and decision support by extending the system to a Disease Outbreak Command Station (DOCS). The AREA-DOCS system will center on a comprehensive Dashboard for integration of incident data into actionable medical Intelligence. As a result, AREA-DOCS will provide innovative new capabilities for managing acute disease outbreaks and other public health threats over a wide range of military and civilian scenarios. AREA-DOCS will feature simultaneous presentation of the Social Perception and the true Threat Situation associated with an incident. These dual information sources are sorely needed for effective outbreak monitoring and management, but are generally not readily available together. AREA-DOCS will incorporate algorithms to merge disparate data streams, provide alerts and warning, assist with handling uncertainty of information, and provide integrated actionable medical intelligence to support rapid course of action selection. The subsequent Phase II product will also establish a framework to support future development and fielding of new capabilities and tools.
