Abstract

Systems and Technology Research (STR) and its partner Harris are pleased to provide this proposal to develop an advanced maritime electronic attack (EA) buoy-based system providing protection for submarines against counter detection from radar systems. Advances in maritime radar sensing capabilities have put U.S. submarine forces at increased risk of detection when at periscope depth. Submarines must maintain their covertness during a variety of missions in both littoral and open ocean environments for which it is critical that they evade radar detection. The STR/Harris proposed solution is a low-cost expendable electronic warfare (EW) buoy, providing EA deception and detection denial techniques and is housed in a small form factor buoy to fit into a 3-inch launcher that is deployed from the submarine. Our team is in a unique position to provide this compelling solution with STRs extensive experience in maritime radar systems and advanced EA technique development and Harris long track record of developing advanced EW hardware solutions in affordable and small form factor systems with numerous successful transitions to operational systems. Furthermore, STR has direct relevant experience with development and transition for the U.S. submarine community and with small form factor buoy systems.
