Abstract

We propose to develop a Synthetic Environment for Acquisition Modeling and Simulations (SEAMS) to model the relationships between system requirements, budgetary constraints, political imperatives, technological innovations, and cost. We seek to achieve the following objectives with SEAMS: develop a comprehensive analysis methodology to help S&T managers assess the likely impact and commercial success of research. develop a comprehensive methodology to analyze the cost of current and future products to help acquisition managers in assessing the affordability of certain features over time. SEAMS will represent an interactive synthetic economy in which DoD managers, policy makers, and the US Congress can understand the critical relationships between markets, product and process innovation, price, and affordability as they evolve over time. Major shifts in the geo-political landscape can be modeled, simulated, and evaluated in a way that has been impractical up to now. BENEFITS: SEAS is targeting the corporate training market. In this arena, we plan to deliver the most effective, enjoyable and efficient training experience possible at this time, i.e. a SEAS Livecase. We deliver our training in a ``parallel universe for business'' which looks the ``real business universe'' in all its essential aspects. Training is therefore delivered not in an abstract context but in a real-life like setting. To do so, we bring together cutting edge technologies from the fields of information systems, economics and management.
